Richard Edelman has worked to protect and advance
the rights of working people and their unions before courts,
administrative agencies, arbitrators and Congress for over thirty
years.
Since 1986, Mr. Edelman has represented various railroad and
airline unions in the Federal District Courts and Courts of
Appeals in actions to preserve and enforce collective bargaining
agreements under the Railway Labor Act, and to protect the rights
of workers under the Norris LaGuardia Act to strike in response to
unilateral changes in agreements. Mr. Edelman has appeared before
the Surface Transportation Board and Courts of Appeals in cases
involving major railroad transactions such as mergers, line sales
and abandonments, including efforts to enforce the rights of
workers under employee protective conditions that have been, or
should have been, imposed in such transactions. Mr. Edelman has
also handled National Mediation Board proceedings involving
employee designation of representatives for collective bargaining;
and employee protection cases under the Federal Transit Act, in
arbitration, Department of Labor proceedings, and state courts.
Mr. Edelman also represents aviation workers in licensing cases
under the Federal Aviation Act in FAA and National Transportation
Safety Board proceedings. Additionally, Mr. Edelman has assisted
unions in their lobbying efforts to bolster employee rights under
the Railway Labor Act and Interstate Commerce Act. He has also
done litigation, arbitration and negotiations work for Postal
Workers represented by the American Postal Workers Union and the
National Postal Professional Nurses under the Postal
Reorganization Act and National Labor Relations Act.
Between 1981 and 1986, Mr. Edelman worked for the National
Treasury Employees Union. There he represented Internal Revenue
Service and Customs Service workers and the union in arbitrations,
negotiations, Merit Systems Protection Board cases, and Federal
Labor Relations Authority proceedings under the Civil Service
Reform Act. Mr. Edelman also handled Federal District Court and
Court of Appeals litigation for NTEU under the CSRA and the
Administrative Procedure Act. From 1979 to 1981 Mr. Edelman was an
associate with a New York City firm that represented hotel and
restaurant employees and baggage handlers and security guards in
matters before the National Labor Relations Board, in arbitrations
and in Federal District courts.
Mr. Edelman has a Bachelor of Science degree in Industrial and
Labor Relations from Cornell University, and a J.D. degree from
Boston University School of Law. He is a frequent speaker at ABA
sponsored Railway Labor Act continuing legal education classes and
seminars; and he often provides Railway Labor Act, Interstate
Commerce Act, Federal Transit Act and Federal Aviation Act
training to union officers.
